Special Education
Education of Children with Disabilities
The Special Education Department serves children between the ages of 3 and 15 who have disabilities and currently reside in and attend District 70 schools. In addition, District 70 must actively look (Child Find) for students who attend private schools or home schools within D70's boundaries who may need limited special education services.
In Article XIV of the School Code of Illinois, it states local school districts must provide and maintain appropriate and effective educational programs for students with disabilities within District 70 boundaries. Children may exhibit disabilities in the areas of health, vision, or hearing, or in social-emotional, achievement, motor skills, speech and language, or cognitive development.
All District 70 schools house special education teachers, speech language pathologists, and itinerant services of occupational therapy and physical therapy. All District 70 special education staff members, including paraeducators, are the "highly qualified" criteria.
Libertyville School District 70 is a member of the Special Education District of Lake County (SEDOL). SEDOL provides resource services to staff and instructional programs for students whose progress in the local program is seriously impeded by the nature and severity of their disabilities. Each student's team determines the appropriate goals, supports, and placement for the child.
Students with disabilities who do not qualify for an individualized education program, as required by the federal Individuals with Disabilities Education Act and implementing provisions of this Illinois law, may qualify for services under Section 504 of the federal Rehabilitation Act of 1973 if the student (i) has a physical or mental impairment that substantially limits one or more major life activities, (ii) has a record of a physical or mental impairment, or (iii) is regarded as having a physical or mental impairment.
The Department of Special Services oversees the following:
- Eligibility for special education services;
- Implementation of Individual Education Plans (IEP);
- Maintenance of special education records;
- Monitoring of special education rules and regulations;
- And related services including speech and language, social work, occupational therapy, etc.
