Positive Behavioral Interventions and Supports (PBIS) is a framework with three tiers that utilize systems, data, and practices to focus on improving behavior and supporting everyone. PBIS is centered around evidence-based practices and interventions that are data-driven and adapt frequently to meet changing needs. The main goal of PBIS is to help all members of our school community to feel successful, both academically, socially, and emotionally. PBIS was adopted by District 70, beginning implementation in the 2021-2022 school year.
The three “Tiers of Support” are:
Tier 1: Universal Prevention:
This tier applies for all members of our school community, and seeks to proactively provide support and set expectations by recognizing appropriate behavior and positive social skills. This includes introducing, modeling, and reinforcing school-wide and classroom expectations, and encouraging a relationship between school and family, to foster a team effort to encourage positive behaviors, both in and out of school.
Tier 2: Targeted Prevention:This tier applies for some who may need additional support than is offered through Tier 1. In Tier 2, the goal is to focus on providing increased support to curb serious, negative behavior before it starts. This may include, but is not limited to, small group practice of self-regulation skills, additional opportunities for academic support, increased supervision, or increased opportunities for reinforcement for positive behaviors.
Tier 3: Intensive, Individualized Prevention:Tier 3 is utilized for a smaller population who have demonstrated they would benefit from support beyond what has been offered in Tier 1 and Tier 2. In Tier 3, students receive more individualized support to target and improve academic performance and behavior.

District 70 strives to create an environment where all students feel safe, valued, and confident. That said, D70 takes bullying very seriously and the staff at our schools want to be able to help your child, if they feel they need support with instances of bullying.
Bullying is when a repeated aggressive behavior occurs, during which a person or group intentionally intimidates, coerces, or abuses another, in an attempt to hurt them, either physically or emotionally.
If your child feels they or someone else is being bullied or harassed, if they feel comfortable approaching an adult at school to seek support or help, in the moment, it is often easiest and causes less stress for your child, if it is possible to address the situation as it is happening or shortly thereafter. However, if your child cannot or does not feel comfortable approaching an adult at school, in the moment when an instance of bullying is occurring:
- Elementary School Students:
Each elementary school has a bullying report form available in the main office, which can be completed and returned to the social worker and/or psychologist for that school.
- Highland Middle School Students:
HMS students can complete a bullying report via Google Form.
